Maybe this already exists, so my apologies if it does. But critical hits would make combat more chance-based, like real life. Even if the chance is 5%, that would mean there is still hope! If you know something is futile, why bother. But if you know there is a SMALL chance of success, it makes things more interesting. That way, even if you have a pistol and you know you're up against someone better geared, you might have SOME glimmer of hope. Vice versa, if you've got great armor, helmet, and frying pan, you should still not be too cocky because someone might get lucky. It would also make engaging someone from far away worthwhile rather than just thinking they're going to duck for cover before you can get off a second hit.
